Loudness Parameters for short-form Content

This updated (2020) supplement to EBU R 128 specifies a special set of loudness parameters for short-form content.

This version 3.0 adds a tolerance for QC workflows and the True-peak measurement tolerance has also been added. A Document History and Acknowledgement sections were subsequently added in November 2023 without change to the 2020 content (or version number).
