The Expert Group on Programme Making and Special Events (PMSE) is part of the EBU's Strategic Programme on Spectrum.
Wireless Programme Making and Special Events (PMSE) applications are essential for EBU Members as they allow operational flexibility at reduced costs while retaining the highest production quality. This has resulted in a steadily increasing number of productions and their increasing complexity. There is a large variety of audio and video PMSE applications and they all require radio spectrum. They operate in a variety of different frequency bands.
The PMSE group is concerned with the future spectrum needs for wireless content production, taking into account the expected mix of conventional and IP-based production systems. This is important not only because of the technological developments but also because the availability of frequencies and the regulatory framework are subject to change.
- Help Members keep up-to-date with technological and regulatory developments relevant for PMSE applications.
- Gather and analyse information and share best practices about the current use of different frequency bands as well as technical and operational characteristics of the PMSE equipment.
- Consider spectrum requirements and necessary licensing conditions for existing and future PMSE solutions, including requirements for dedicated (i.e. private / non-public) networks.
- Monitor related activities in external organisations (e.g. ITU, CEPT, 3GPP, 5G-MAG, EC, RSPG) and prepare draft inputs as required to promote members' interests.
